What Is Legionella?

Legionella is a type of bacteria found naturally in freshwater environments. When it colonises man-made water systems such as cooling towers, hot and cold-water storage vessels and plumbing networks it can multiply to dangerous levels and create a serious risk of Legionnaires’ disease, a potentially fatal form of pneumonia.

Legionnaires’ disease prevention depends on robust water hygiene and treatment management. The bacteria thrive in water temperatures between 20°C and 45°C and in conditions where stagnation, scale, or sediment are present. Understanding what legionella bacteria is and where it’s likely to occur in your water systems is the first step in effective risk management.

Our Legionella Risk Assessment Services

A legionella risk assessment is the foundation of any compliant water hygiene/treatment management programme. It identifies potential sources of risk within your water systems, evaluates the likelihood of exposure, and provides a prioritised action plan to eliminate or control those risks.

Our risk assessments are carried out in accordance with the HSE’s Approved Code of Practice L8 and Technical Guidance HSG274, covering cooling systems, hot and cold-water systems and any other water systems that have the potential to pose a risk of legionella prolification.

The result of a Legionella risk assessment is a detailed, site-specific report, often referred to as a water hygiene risk assessment or water risk assessment, which documents survey findings, identifies hazards and sets out clear recommendations.

Who needs a legionella risk assessment?

A Legionella risk assessment is required for anyone who has control over premises where water systems could pose a risk of spreading Legionnaires’ disease. In the UK, this responsibility is primarily governed by the Health and Safety at Work etc. Act 1974 and guidance such as the Health and Safety Executive’s Approved Code of Practice L8.

Who specifically needs one?

1. Employers and business owners
If you run a business with water systems (e.g. offices, factories, shops), you must assess and control Legionella risk.

2. Landlords and letting agents
This includes:

  • Private landlords (residential rentals)
  • Housing associations
  • Property management companies

Even for a single rental property, a basic assessment is still required.

Legionella Sampling

Guidance from the Health and Safety Executive (ACOP L8 and HSG274) is risk-based. The priority is risk assessment and control, not default testing for Legionnaires’ disease.

When sampling is recommended or required

You should consider Legionella testing if:

1. Higher-risk systems

  • Cooling towers / evaporative condensers
  • Spa pools / hot tubs
  • Large hot & cold-water systems (hotels, hospitals, care homes)

2. Control measures aren’t reliable

  • Temperatures consistently fall in the risk range
  • Infrequent use (stagnation)
  • Dead legs or poor system design

3. There’s a suspected or confirmed case

  • A person linked to the premises develops Legionnaires’ disease

4. As part of a monitoring regime

  • Some organisations include periodic sampling as verification, not primary control

A Legionella sampling plan must be established. This is a structured, risk-based document that defines when, where, and how water systems are to be sampled, incorporating comprehensive asset identification and clear justification for the necessity and scope of sampling.
